CallbackFilterIterator class  didnot implement   OuterIterator interface directly

below  is the correct hierarchy

 CallbackFilterIterator 
          |__FilterIterator
             |___  IteratorIterator
                 |____ OuterIterator

i PHP 7 you can use Anonymous classes to get the same results.
